Nick Kalisperas, head of the public sector committee at Intellect (the UK association for IT companies), gave evidence to UK government MPs, reports The Register, claiming that the government is being too harsh in its contracting terms.
It's always been true that the government can make (un)reasonable demands on its contractors -- nothing new there -- but Intellect points out that this is detrimental to the forging of long-term relationships between the government and industry.
Recently the UK government has publicized several contractor cock-ups, including EDS's mismanagement of Inland Revenue IT systems (the equivalent of the Internal Revenue Service in the US). By making their displeasure known, the government is clearly sending signals that it won't be taken for granted any longer.
In hard economic times, most businesses run to the government for refuge. This was true right after the dot-com bust and was exacerbated by the events of September 11th, 2001. Government is a lucrative (and relatively safe) place to be right now, on either side of the Atlantic.
What galls me is that some industry players seem to think that it should be as easy as servicing the private sector. It's not, and it never will be. The government has to impose far more oversight into the process of acquiring IT services and products because their stakeholders include you and me. Personally, if my tax dollars (or pounds) were being grossly misspent on poor products and companies, I'd want to know about it.
Which isn't to say that this doesn't happen anyway!
To assert that government should not exact retribution on a contractor that has failed to deliver on its promises is deluded, at best. As a taxpayer, I want to know my money's being well spent.
Besides, for a relationship to degrade to such a degree that the government will say to its constituents "Our systems are crappy", something seriously awful has to occur. Any company that has mismanaged to that deserves every bit of shame that's pointed in its direction.
Government is full of red tape. It's not going to change -- while we all wish it could. In the meantime, there are ways to get the results we all want in government contracting while working within the confines of the environment.
