I bet you're not. And if you are, you shouldn't be. The truth of it is, this kind of procurement manipulation is far more common than any of us like to believe. And this guy has got it partly right:

The problem with this is that Druyun was egged on by a Boeing executive -- the CFO, no less! If the rules aren't clear at the executive level, that's a much bigger problem and more indicative of a feeling that I believe is endemic in government contracting: it's not what you know, it's who you know. And, more sinisterly, what you're willing to do for people you want to be your "friend."
